The Second World War had erupted, German U-boats were patrolling the Atlantic, and the US military needed ships – a great many of them, both large and small. Steel and aluminum, which were necessary for the construction of warships, planes, and ammunition, were in short supply. George Converse, a former Marine and naval historian, noted this.
